Member News

Missouri Commissioner David English was recently awarded the Treat Award for Excellence from the National College of Probate Judges in recognition of his outstanding contributions to the improvement of American probate law. The award was presented at the Fall 2011 meeting of the College. The National College of Probate Judges is the only national organization dedicated exclusively to improving probate law and probate courts. The Treat Award is given in memory of Hon. William Treat, the founder of the National College. Congratulations David!

PEB Report Released

The Permanent Editorial Board for the Uniform Commercial Code (PEB) has recently issued a PEB Report on the Application of the Uniform Commercial Code to Selected Issues Relating to Mortgage Notes. The Report is now available online at (click here for direct link) or

This Report addresses the application of the UCC to issues of legal, economic, and social importance arising from the issuance and transfer of mortgage notes. A draft of the Report was made available to the public for comment on March 29, 2011, and the comments that were received have been taken into account in preparing the final Report.

Legislative Update

Our 2012 legislative year is officially underway, and we have already recorded the first enactment of the new legislative year. The honor goes to the District of Columbia, for its recent enactment of the Uniform Military and Overseas Voters Act. This is just the beginning, of course. Legislative planning is well underway in the states, and we expect 2012 to be another excellent year.


2011 Acts

Four new acts were approved by the ULC at the 2011 annual meeting. As of now, two of the 2011-approved acts are now available with final prefatory note and comments: Uniform Electronic Legal Material Act; and Uniform Certificate of Title for Vessels Act. ULC Baby!

The ULC family has grown again! Elizabeth Cotton-Murphy, ULC Chief Administrative Officer, recently had a baby boy. Cotton Patrick Murphy was born on Thursday, December 1, 2011. Both mother and baby (and father Colin and big brother Jackson) are doing fine. Elizabeth will be on maternity leave until late January. Congratulations Elizabeth!
